It sits outside the agent loop and blocks costly steps unless the agent has a valid short-lived proceed_token (ES256, 45s TTL) One call to POST /v1/governor/check: ≤5 repeats auto-allowed, 6–10 trigger AI gray-zone evaluation, >10 detected as storm and blocked with HTTP 429. When friction applies, the agent pays escalating micropayments (0.001–0.02 USDC) via HTTP 402 on BSC — autonomously.
